Modernizes the First State Quality Improvement Fund by replacing outdated "total quality management" terminology with current industry language including "continuous improvement" and "operational excellence initiatives"

Transfers oversight responsibility from the Training and Development Advisory Board to the Department of Human Resources Training and HR Solutions Division in partnership with the Government Efficiency and Accountability Review (GEAR) Program Management Team

Expands allowable fund uses to include establishing performance-based budgeting measures, re-engineering work processes using Lean methodologies, training employees as improvement leaders, and engaging external consultants for strategic direction and organizational development

Requires the Joint Finance Committee to evaluate the fund annually and recommend termination if the program fails to demonstrate improvements in agency performance, cost savings, or service delivery

Clarifies that appropriations to the fund do not revert to the General Fund unless specifically authorized by the General Assembly in the annual budget
