Adds three new division directors to those authorized to apply for wiretap and electronic surveillance orders: Director of the Division of Civil Rights and Public Trust, Director of the Family Division, and Director of the Fraud and Consumer Protection Division.

Expands the list of offenses for which wiretap orders may be authorized to include fraud, official misconduct, deprivation of civil rights, and hate crimes.

Clarifies that investigations into human trafficking fall under the Family Division's jurisdiction for purposes of electronic surveillance authority.

Maintains existing authorized applicants (Attorney General, Chief Deputy Attorney General, State Prosecutor, and Chief Prosecutor of any county) while adding the three new divisional directors.
