Amends Chapter 61, Title 21 of the Delaware Code to clarify liability provisions for foster parents regarding negligent driving by foster children.

Limits foster parent liability to the policy limits of the foster parent's applicable insurance coverage when a foster child causes damages through negligent driving, provided the child does not have a separate insurance policy.

Establishes that during the first 6 months after issuance of a Level 1 Learner's Permit under § 2710, a foster parent's liability for damages caused by the foster child's negligent driving is capped at the policy limits of the foster parent's applicable insurance coverage.

Clarifies and standardizes the language referring to insurance coverage limits in both the new subsection and existing Code provisions related to foster parent liability.
