Establishes the Firearm Definition Task Force to review and revise Delaware's definition of "firearm" in § 222 of Title 11, which currently includes weapons using "mechanical means" such as crossbows and slingshots.

Task Force must determine the impact of the proposed firearm definition change on the Delaware Criminal Code and other code provisions, with the definition appearing over 194 times throughout Delaware Code (compared to 9 times in 1972).

Membership consists of 2 House members (1 majority, 1 minority) appointed by the Speaker, 2 Senate members (1 majority, 1 minority) appointed by President Pro Tempore, 1 shooting sports organization representative, Attorney General, and secretaries of Safety and Homeland Security, Natural Resources and Environmental Control, and Agriculture.

Task Force must hold its first meeting no later than August 30, 2023, and submit a final report containing findings, recommendations, and draft legislation by January 5, 2024.

Senate Minority Caucus is responsible for providing support staff, including a legislative attorney, and materials for the Task Force to complete its mission.
