Establishes the Delaware Aquaculture Task Force to study and make recommendations for growing and expanding the aquaculture industry in Delaware.

Task Force shall investigate statutory and regulatory barriers, financing obstacles, infrastructure needs, workforce development pathways, and other impediments to aquaculture industry expansion.

Task Force comprises 15 members including 2 state senators, 2 state representatives, 5 state agency heads or designees, and 6 representatives from conservation districts, aquaculture associations, higher education, economic development, and licensed aquaculture farmers.

Chair and Co-chair appointed by Speaker of the House and President Pro Tempore of Senate respectively; quorum requires a majority of members; decisions require majority approval at meetings with quorum present.

Task Force must hold its first meeting by July 30, 2024, and submit a final report with findings and recommendations to legislative leadership by December 31, 2024; Delaware Department of Agriculture shall provide support staff and materials.
