Acknowledges the historical injustices suffered by African Americans including enslavement, lynching, segregation, and denial of citizenship rights, and recognizes that vestiges of these inequalities remain evident in 2024.

Honors the contributions of African American leaders and achievers including Frederick Douglass, Martin Luther King Jr., Rosa Parks, Kamala Harris, and numerous others who advanced the United States economically, educationally, politically, artistically, athletically, and scientifically.

Recognizes Delaware-specific contributions from African Americans such as Louis L. Redding, Peter Spencer, and Mary Ann Shadd Carey who worked against racism and improved the lives of Delawareans.

Establishes that Black History Month, celebrated in February, originated in 1926 through Dr. Carter G. Woodson's efforts and represents an important opportunity to reflect on American history and the experiences that shaped the nation.

Encourages all people to celebrate Black History Month and recognize that the United States must continue striving toward its founding ideals of liberty and justice for all.
