Establishes the Classroom Behavior and School Discipline Task Force to study and recommend solutions for addressing classroom behavior concerns in Delaware schools.

Task Force comprises 26 members including 3 state senators, 3 state representatives, the Secretary of Education, Delaware State Education Association president, school principals, teachers, paraprofessionals, parents, and other stakeholders appointed by legislative and executive leadership.

Task Force shall examine disruptive student behavior's impact on teacher retention, effects on academic performance, influence of restorative practices and IEP guidelines on discipline, and recommend regulatory or statutory changes needed.

Task Force shall explore developing pilot programs for school-based interventions in each of Delaware's three counties to improve classroom behavior.

Task Force must hold its first meeting by April 1, 2024, and submit a final report with findings and recommendations by November 30, 2024.
