Creates the Student Behavior and School Climate Task Force to examine challenges related to student behavior and school climate in Delaware schools and recommend legislative, regulatory, and operational solutions

Task Force comprises 24+ voting members including state legislators from both parties, the Secretary of Education, Secretary of Children, Youth & Their Families, education association presidents, school superintendents from each county, classroom educators, a school resource officer, mental health professional, and a parent

Requires the Task Force to study causes of student behavior issues, their impact on student learning and educator retention, effectiveness of current discipline policies including restorative practices, and strategies for engaging families

References data showing Delaware suspensions increased in 2022-2023 compared to the prior year, and a 2022 American Psychological Association study finding nearly half of teachers surveyed wanted to quit due to school climate and safety issues

Task Force must hold its first meeting by April 8, 2024, and submit a final report with findings and recommendations by November 1, 2024, with the Department of Education providing staff support
