Proclaims April 6, 2024, as "National Tartan Day" in Delaware to commemorate the achievements and contributions of Scottish-Americans to the United States.

Recognizes that April 6 commemorates the Declaration of Arbroath (1320), Scotland's declaration of independence that inspired the American Declaration of Independence.

Honors the significant role Scottish-Americans played in founding the nation, including several signers of the Declaration of Independence and governors of the original 12 states, with Delaware's first governor John McKinly being of Scottish descent.

Acknowledges Scottish-American contributions across science, technology, medicine, government, politics, economics, architecture, literature, and the arts.

Notes that the U.S. Senate officially recognized April 6 as National Tartan Day in 1998, followed by House recognition in 2005 and a presidential proclamation by President George W. Bush in 2008.
