Honors the Tuskegee Airmen, African American military pilots and support personnel who served in the 332nd Fighter Group, 477th Bombardment Group, and 99th Fighter Squadron during World War II.

Recognizes 13 identified Delawareans who served with the Tuskegee Airmen, including pilots, navigators, mechanics, and support staff such as Dr. Luna I. Mishoe and Littleton P. Mitchell.

Acknowledges the Tuskegee Airmen's combat record including three Distinguished Unit Citations while operating under racial segregation and discrimination both in the military and civilian society.

Notes that approximately 14,000 total personnel participated in the "Tuskegee Experience" and that further research may identify additional Delawareans who served.

Directs the Senate and House to honor the memories of all Tuskegee Airmen and provide copies of the resolution to families and historical institutions preserving Delaware's history.
