Creates a Study Group to review Delaware Code § 8318 and evaluate compensatory payments to municipalities for state-owned tax-exempt properties.

Study Group must assess eligibility criteria for receiving payments, appropriation amounts, calculation formulas, and establish a process for periodic review at least every 10 years.

Membership includes 4 legislative members (1 senator and 1 representative from each caucus serving as co-chairs), Secretary of Department of Finance, and mayors of Wilmington, Dover, Georgetown, and Newark.

General Assembly must provide support staff including a legislative attorney and materials for the Study Group's operations.

Study Group must hold its first meeting by August 31, 2024 and submit a final report with findings and recommendations by December 31, 2024.
