Recognizes May 23, 2024, as "Stop the Bleed Day" in Delaware to promote awareness of trauma bleeding control measures.

Endorses the Stop the Bleed campaign created by the American College of Surgeons following the 2012 Sandy Hook shooting to improve survival rates for bleeding injury victims.

Highlights that approximately 40% of trauma-related deaths worldwide are due to bleeding, making hemorrhage the most common preventable cause of death in trauma.

Notes that trauma victims can bleed to death within 3-5 minutes before emergency care arrives, and the program teaches citizens military and first responder bleeding-control techniques.

Encourages all Delaware citizens to participate in the initiative and learn about bleeding-control measures including the use of tourniquets, dressings, and hemostatic agents.
