Designates October 21-27, 2024, as "Free Speech Week" in Delaware through a concurrent resolution of the Senate and House of Representatives.

Recognizes the First Amendment guarantee of freedom of speech, press, assembly, and petition as fundamental American rights established in the Bill of Rights ratified in 1791.

Establishes Free Speech Week as a non-partisan, national commemorative event held during the third full week of October to raise awareness about the importance of free speech and a free press.

Encourages organizations, schools, and individuals across Delaware to conduct activities and events during the week to promote free speech education and share information with the public and media.
