Honors Harvey Bernard Rubenstein for 50 years of service on the Delaware Heritage Commission and its predecessor, the Delaware American Revolution Bicentennial Commission, since his appointment by Governor Sherman W. Tribbitt in 1974.

Recognizes Rubenstein's distinguished legal career including his admission to the Pennsylvania Bar in 1956 and Delaware Bar in 1957, his role as sole practitioner since 1967, and his receipt of the American Bar Association's Sole Practitioner of the Year Award in 1995.

Acknowledges his leadership in the Delaware State Bar Association as president (1991) and Delaware Bar Foundation as president (2001), along with his work preserving Delaware Holocaust survivor history and military liberator accounts.

Pays tribute to Rubenstein's historical contributions including co-authorship of "The Delaware Citizen" and his 2004 autobiography "Rounding Third," and recognizes his family including his late wife Myrna and three daughters who are all attorneys.

Elevates Rubenstein to Emeritus Member status on the Delaware Heritage Commission and directs that copies of this resolution be presented to him and his family.
