Establishes a 31-member Public Education Funding Commission to comprehensively review and develop recommendations for improving Delaware's public education funding system.

Commission must hold first meeting by October 1, 2024 and issue first recommendations by October 1, 2025 for consideration in the Governor's Fiscal Year 2027 budget.

Membership includes state officials, legislators, educators, school administrators, support professionals, special education representatives, parents, and community organizations serving low-income and multilingual learner populations.

Commission recommendations must maintain funding stability, provide at least Fiscal Year 2027 funding levels, and address student achievement, educator recruitment/retention, and equity across districts and charter schools.

Commission must review the American Institutes of Research funding assessment report and consider weighted student funding models, hybrid funding approaches, flexible funding mechanisms, pre-kindergarten expansion, and charter school funding transparency improvements.
