Designates April 23-29, 2023, as "Crime Victims' Rights Week" in Delaware, coordinated with the National Crime Victims' Rights Week each April.

Affirms that crime victims have legal standing and protections under Delaware's Victims' Bill of Rights codified in Chapter 94 of Title 11.

Commits Delaware to providing culturally-responsive, trauma-informed, and accessible services to all crime victims and survivors, particularly underserved and marginalized populations.

Honors the four-decade victims' rights movement and the work of victim service providers, community leaders, and criminal justice professionals in supporting crime survivors.

Expresses the state's dedication to enforcing victims' rights, expanding service access, and ensuring equity and inclusion for all victims throughout the year.
