Designates May 7-13, 2023, as "Youth Health Awareness and Prevention Week" in Delaware.

Acknowledges that 61.2 million Americans aged 12 and older used illicit drugs in the past year, with Delaware youth aged 12-17 showing 6.7% past-month illicit drug use.

Notes that 6.22% of Delaware youth aged 12-17 meet criteria for illicit drug use disorder and 3.11% meet criteria for alcohol use disorder.

Encourages state agencies and community organizations to spread awareness, share evidence-based prevention resources, and provide age-appropriate support to youth.

References a May 9, 2023, forum where 30 high school students from all three counties presented substance abuse and mental health solutions to Lieutenant Governor Bethany Hall-Long and policymakers.
