Commemorates the founding of the Organization of African Unity (OAU) on May 25, 1963, when 32 African heads of state gathered in Addis Ababa, Ethiopia to sign its founding charter

Recognizes Africa Day as an opportunity to reflect on progress made by the African Union in achieving its goals, particularly regarding protection of human rights and freedoms of Africans

Acknowledges Delaware's African residents and people of African descent joining Africans worldwide in rededicating themselves to strengthening partnerships for peace and sustainable progress
