Designates August 31, 2023 as "International Overdose Awareness Day" in Delaware to mourn loved ones lost to overdose and reduce stigma related to substance abuse disorders.

Affirms the importance of overdose awareness given that approximately 225 people die daily from overdoses in the United States (over 80,000 deaths per year) and Delaware has one of the highest drug overdose mortality rates in the country.

Recognizes the ongoing "third wave" of overdose deaths since 2013 attributed to synthetic opioids, particularly illicitly manufactured fentanyl, with an estimated 2.1 million Americans struggling with opioid use disorder.

Encourages expanded educational efforts to inform Delaware residents about the grief from losing loved ones to overdose and emphasizes that policy initiatives and access to services are life-saving measures.

Directs state flags to be lowered to half-staff at state facilities on the designated day, with encouragement for local governments, businesses, and Delawareans to do the same.
