Requests the President of the United States award the Presidential Citizens Medal to Jan C. Scruggs, a Vietnam War veteran from Bowie, Maryland.

Recognizes Scruggs as the "Founder of the Wall" for conceiving and building the Vietnam Veterans Memorial, which honors more than 58,000 lives lost in Vietnam and attracts approximately 5 million visitors annually.

Honors Scruggs' military service as a rifleman with the 199th Infantry Brigade, during which he was wounded in action and received the Purple Heart, Combat Infantry Badge, and an award for gallantry.

Acknowledges Scruggs' advocacy for Vietnam veterans suffering from post-traumatic stress disorder (PTSD), including his Congressional testimony supporting the nationwide Vet Center Program.

Notes that Scruggs and volunteers raised over $8 million from 650,000 private donors over three years to construct the memorial, which was formally dedicated on Veterans Day 1982.
