Implements anti-harassment policy requiring training on sexual harassment and workplace harassment prevention, establishing informal and formal complaint procedures with investigation by the Rules & Ethics Committee.

Regulates the legislative process including bill introduction methods, committee assignment and deliberation requirements, amendment procedures, consent agendas, and voting requirements for passage.

Authorizes virtual committee meetings and remote participation in Senate sessions with technological safeguards for identity verification, public access, and document transmission.
