Expands statewide arrest authority to off-duty police officers for crimes committed in their presence that create substantial risk of death or serious physical injury

Adds three traffic violations to offenses for which any police officer can make statewide arrests: reckless driving, aggressive driving, and overtaking/passing a stopped school bus (in addition to existing DUI authority)

Allows off-duty officers to execute arrest warrants anywhere in Delaware for offenses committed within their employing agency's jurisdiction

Requires officers acting outside their jurisdiction to notify the primary local police agency of the crime location and, for traffic stops, provide vehicle registration, description, and occupant count

Requires two-thirds vote for passage due to indirect impact on municipal police authority under Delaware Constitution Article IX
