Clarifies that parents may exercise their right to obtain copies of special education records either personally or through a representative, such as an advocate or attorney

Maintains existing provisions that records must be provided free of charge or at actual cost, with fees prohibited if they would prevent parents from exercising their rights

Preserves parents' right to visit and observe their child's current or proposed public educational program, either personally or through a representative

Aligns Delaware state special education law with federal requirements under the Individuals with Disabilities Education Act (IDEA) and its implementing regulations
