Defines "low speed motorized scooter" as any motorized scooter that cannot travel more than 15 miles per hour and exempts them from existing restrictions on motorized skateboards and scooters

Grants low speed motorized scooters the same rights and duties as bicycles, while exempting them from requirements for financial responsibility, insurance, driver's licenses, registration, and license plates

Requires manufacturers and distributors to affix permanent labels showing classification, top speed, and motor power to all low speed motorized scooters starting January 1, 2026

Allows low speed motorized scooters on streets, highways, bike lanes, and multi-use paths, but prohibits operation on sidewalks and allows local authorities to restrict access to certain trails for safety reasons

Requires helmet use for operators and passengers under 18, sets minimum operator age at 14 years old, and prohibits operation of low speed motorized scooters as part of rental services
