Modifies the definition of "nursing facility" to change the exemption criteria for facilities serving children from those that "exclusively serve children" to those that "maintain an average daily census of 80 percent or more serving children under 21 years of age"

Allows Exceptional Care for Children (ECC) to continue receiving an exemption from the nursing facility quality assessment after opening a Bridge Unit

The Bridge Unit will serve a small number of individuals who turn 21 while in ECC's care, helping them transition from pediatric to adult care settings

Maintains existing exemptions for the Delaware Veterans Home and state, federal, or other public government-owned facilities from the nursing facility quality assessment
