Establishes collection development principles prohibiting public and school libraries from excluding or removing materials based on the origin, background, or views of creators, or due to partisan, ideological, or religious disapproval

Requires public libraries and school libraries to adopt written collection development policies that include procedures for requesting removal of library materials, with materials remaining available during the review process

Limits who may submit objections to library materials: for public libraries, only residents, business owners, property owners, or taxpayers of the library's service area; for school libraries, only students, parents/guardians, or school personnel of that specific school

Prohibits retaliation against library employees or contractors who act consistent with the established collection development principles and policies

Creates a School Library Review Committee (7 members including the State Librarian as chair) to hear final appeals on school library material decisions, and designates all records related to material objections, reviews, and appeals as public records
