Removes the requirement that both parties be residents of Delaware for the definition of "family" under Family Court jurisdiction, expanding who can access Family Court for family-related criminal matters

Creates concurrent criminal jurisdiction between Family Court and Court of Common Pleas for non-felony offenses between persons living separately with a child in common when the parentage of the child is disputed

Establishes concurrent jurisdiction between Family Court and Court of Common Pleas for non-felony adult criminal cases where charges fall within both courts' jurisdictions, rather than requiring cases go exclusively to Court of Common Pleas

Requires a two-thirds vote in each house of the General Assembly for passage, as mandated by the Delaware Constitution for conferring misdemeanor jurisdiction on Family Court

Makes technical formatting corrections to conform with Delaware Legislative Drafting Manual standards
