Repeals the Court Security Assessment (up to $10 per civil filing and criminal/traffic conviction) that funded personnel, equipment, and training for judicial branch security

Eliminates the $1 Videophone Fund penalty assessment collected on criminal convictions and delinquency findings, which funded videophone systems used by criminal justice agencies

Repeals the Victims' Rights Fund that collected fines under Title 21 Chapter 48 for victim notification infrastructure and systems development

Removes the 40% penalty assessment (up to $20) for seat belt violations that was credited to the Victim's Rights Fund

Outstanding balances on repealed fees are discharged 30 days after the Act's effective date, with the Court Security Assessment repeal contingent on $3,180,100 in General Fund appropriation to the Judicial Branch
