Upgrades animal cruelty charges after repeat offenses: a third misdemeanor violation becomes a class F felony, and a second felony violation becomes a class E felony

Extends the animal ownership ban for second misdemeanor convictions from 5 years to 10 years

Imposes a lifetime ban on owning or possessing animals for anyone convicted of a second felony animal cruelty violation

Increases fines for repeat violations of animal ownership bans: from $1,000 to $2,500 for subsequent misdemeanor-related violations, and from $5,000 to $10,000 for subsequent felony-related violations
