Grants the State Insurance Coverage Office standing to contest claims filed against the Line-of-Duty Death Fund, requiring the Insurance Commissioner to consider any objections when deciding claim validity

Eliminates the mandatory hearing requirement for every Line-of-Duty Death claim; hearings are now required only for contested claims

Allows the Commissioner to determine uncontested claims based solely on submitted paperwork without holding a hearing

Maintains the Commissioner's authority to subpoena witnesses and records, administer oaths, and keep written or taped records of testimony for all claims

Makes technical corrections to update language from "shall" to "must" and removes gendered pronouns to conform with Delaware Drafting Manual standards
