Eliminates the authority for private citizens to make warrantless arrests of individuals accused of felonies in other states, restricting this power to peace officers only

Repeals § 2509 of Title 11, which previously allowed arresting officers to command assistance from civilians during arrests, with penalties for those who refused to help

Retains the requirement that persons arrested without a warrant for out-of-state felony charges must be brought before a judge or justice of the peace with all practicable speed

Serves as a successor bill to House Bill No. 76 from the same legislative session
