Amends the Charter of the City of New Castle to authorize the City Council to levy property taxes at varying rates based on property classification (residential, commercial, or industrial)

Removes the requirement that property taxes be levied at "equal" rates, replacing it with a requirement for "just portions" sufficient to cover the city's budget

Requires the Council to meet by the first Monday of each July to determine the net expenses needed for city government, including street maintenance, police, tax collection, and trash collection

Requires a two-thirds vote of all members elected to each house of the General Assembly for passage
