Prohibits Delaware government entities and courts from seeking, issuing, or enforcing reverse-location and reverse-keyword court orders or requests, which compel disclosure of location data or search history for unidentified persons within a geographic area or time frame

Bars government entities from obtaining such information through voluntary requests, purchases, or by using federal or other state agencies to circumvent the prohibition

Requires suppression of any evidence obtained through prohibited reverse-location or reverse-keyword searches, making it inadmissible in any legal proceeding except to prove a violation of the law

Creates a private right of action allowing individuals whose information was unlawfully obtained to sue for $1,000 per violation or actual damages (whichever is greater), plus punitive damages, injunctive relief, and attorneys' fees

Mandates that government entities notify affected individuals in writing when their identifying information was obtained in violation of the law
