Grants Milford City Council the power to exercise eminent domain for property acquisition under Title 29, Chapter 95 of Delaware Code, except for land used solely for recreational purposes

Authorizes City Council to make proclamations recognizing achievements, historical events, special days/months, and other civic matters by majority vote

Extends elected officials' terms from 2 years to 3 years, beginning with the Mayor in 2026 and Councilmembers in 2027-2028

Requires the Mayor to obtain City Council consent before establishing committees and appointing committee members

Disqualifies any person owing the City delinquent taxes, utility bills, or other fees from serving as Mayor or Councilperson, and removes sitting officials who become more than 2 months in arrears
