Authorizes the Board of Nursing to issue confidential, non-disciplinary letters of concern to licensees whose actions warrant concern but do not violate nursing statutes or regulations

Letters of concern are intended to notify licensees of problematic conduct and encourage improvement in their practice without formal disciplinary action

If a licensee accumulates 3 letters of concern, the Board may hold a hearing to assess the licensee's professional competency to protect public health, safety, and welfare

At a competency hearing triggered by 3 letters of concern, the previously confidential letters become non-confidential and may be admitted as evidence
