Grants the Delaware Department of Public Health (DPH) authority to approve supervised clinical training rotations for mental health providers at school-based health centers (SBHCs)

Amends two sections of Title 18 (§ 3365 and § 3571G) to create an exception allowing trainees under supervision to provide services, rather than requiring only fully licensed professionals

School-based health centers are defined as clinics located in or near school facilities that provide primary health services to children, including medical assessments, mental health services, and substance use disorder treatment

Aims to expand the mental health workforce pipeline by enabling training opportunities within school-based health settings
