Creates the "Delaware Play to Learn Program" establishing a framework for child-centered, play-based learning in public schools from prekindergarten through third grade

Permits early childhood educators to create learning environments incorporating movement, creative expression, exploration, socialization, reading for pleasure, art, music, and dramatic play

Defines "play-based learning" as child-directed, joyful, spontaneous activities performed for self-amusement with behavioral, social, and psychomotor rewards

Allows local education agencies to provide professional development in play-based learning for administrators, teachers, and other early childhood educators

Authorizes the Department of Education to promulgate regulations to implement the program
