Prohibits civil arrests (non-criminal law enforcement arrests) of individuals while they are going to, at, or returning from a courthouse for judicial proceedings

Protection extends to all participants including parties, witnesses, attorneys, and observers, as well as courthouse grounds, parking areas, and immediate surroundings

Exempts arrests made pursuant to a judicial order authorizing such arrest

Grants judicial officers authority to prohibit activities threatening courthouse access and to protect the privilege from civil arrest

Provides remedies for violations including habeas corpus relief, civil liability for false imprisonment, and recovery of attorney's fees and costs for prevailing parties
