Prohibits the operation of private, for-profit detention facilities within Delaware

Defines "private detention facility" as any facility operated by a nongovernmental, for-profit entity under contract with a government agency to incarcerate or confine persons awaiting trial or serving sentences

Exempts juvenile rehabilitative and treatment facilities under Family Court jurisdiction from the prohibition

Exempts mental health evaluation and treatment facilities operating under court commitment orders

Excludes from the ban: educational/vocational/medical services provided to inmates under Department of Correction supervision, licensed residential care facilities, school disciplinary detention, and public health quarantine facilities
