Prohibits arrest or detention by any private person who is not specifically authorized by statute to make arrests, effectively eliminating "citizen's arrest" authority in Delaware

Creates an exception allowing private citizens to assist with arrests only when requested by a peace officer or when a peace officer is incapacitated during an arrest attempt

Repeals existing statute § 6563 that governed incarceration procedures for persons arrested by private detectives or private detective agencies

Repeals § 6564, which previously imposed fines of $100-$500 or imprisonment of 6 months to 1 year on private detectives who violated incarceration requirements
