Grants civil liability immunity to nonprofit organizations that distribute new secure gun storage or safety devices (cable locks, trigger locks, gun safes) free of charge to individuals

Immunity applies only when devices are distributed in original, unopened packaging and accompanied by gun safety information pamphlets from recognized gun safety organizations or hospitals

Does not limit liability for manufacturers, distributors, or retailers of the gun storage or safety devices—only nonprofits performing free distribution are protected

Adds a new Subchapter VIII to Chapter 68, Title 16 of the Delaware Code, defining "secure gun storage or safety device" by reference to federal law (18 U.S.C. § 921(a)(34))
