Renames the Public Health Emergency Planning Commission to the Public Health Emergency Planning Council and formally establishes it in Delaware Code

Corrects terminology throughout the emergency planning statutes by replacing "public safety authority" with "public health authority"

Requires the Council to meet at least once per year and within 15 days of a public health emergency declaration, with subsequent meetings every 30 days during the emergency

Assigns the Council responsibility to review the Public Health Emergency Operations Coordination Plan, which must be reviewed every 2 years and tested regularly

Updates gender-neutral language in provisions regarding isolation and quarantine hearings, replacing "his or her" with "the person's"
