Adds the Executive Director of the Government Efficiency and Accountability Review Board as a new voting member to the Delaware AI Commission, bringing total voting membership to 23

Creates a new nonvoting student member position on the Commission for a 10th, 11th, or 12th grade student from a Delaware public or private school

The Commission Chair will appoint the student member annually, with priority given to students who have demonstrated interest in and commitment to studying AI

Makes technical clarifications to distinguish between "voting" and "nonvoting" members throughout the Commission's membership provisions

Removes the defined term "appointed member" from the definitions section and replaces references with "appointed, voting member of the Commission"
