Establishes new annual registration fees for alternative fuel vehicles: electric motor vehicles pay $110-$900 extra depending on weight, plug-in hybrids pay $85-$600, non-plug-in hybrids pay $60-$480, and other fuel vehicles (propane, natural gas, hydrogen, etc.) pay $110-$900

Increases driver's license fees from $40 to $50 for an 8-year license, commercial driver's license fees from $48 to $55, and various other DMV fees including replacement identification cards from $5 to $10 and taxicab authorization fees from $3.45 to $10

Raises the motor vehicle document fee (title transfer tax) from $4.25 to $5.25 per $100 of purchase price

Creates new dealer license fees of $100 for initial applications and $50 for renewals, and requires nonprofit organizations to pay a one-time $200 setup fee for special registration plates

Takes effect October 1, 2025, with transition provisions allowing vehicles sold before that date to be processed at the prior fee rates through October 31, 2025
