Replaces the term "child pornography" with "child sexual abuse material" throughout Delaware's criminal code (Title 11) and health and safety code (Title 16)

Updates terminology in statutes covering dealing in child sexual abuse material (class B or D felony), possession of child sexual abuse material (class F felony), and sexual exploitation of children

Applies the terminology change to related provisions including bail determination, preventive detention eligibility, sex offender registration tiers, and violent crime definitions

Aligns Delaware law with U.S. Department of Justice recommendations and international standards adopted in 2016, which recognize "child sexual abuse material" as more accurately reflecting the abuse and trauma experienced by victims
