Expands the Behavioral Health Consortium's scope to cover all behavioral health care (not just substance use disorder) and reduces membership from 27 to 25 members, adding representation from the Maternal and Child Death Review Committee and Delaware's veteran community while removing non-operational organizations

Establishes 2-year term limits for appointed Consortium members, with a maximum of 3 terms (6 years total), which may be consecutive or nonconsecutive

Separates the Prescription Opioid Settlement Distribution Commission into a standalone body with independent authority to approve distributions from the Settlement Fund and Impact Fund, removing the requirement for Consortium approval of its granting decisions

Changes Commission leadership from co-chairs (Governor and Attorney General) to a single chair (Governor or designee), with the option for members to elect a vice chair

Requires the Commission to share all reports with the Behavioral Health Consortium, the Division of Legislative Services, and the Delaware Public Archives
