Repeals the requirement for healthcare facilities to obtain a Certificate of Public Review before acquiring major medical equipment, eliminating the separate $5.8 million equipment threshold and related exemption provisions

Maintains the Certificate of Public Review requirement for capital expenditures exceeding $5.8 million (adjusted annually for inflation) that are made by or on behalf of healthcare facilities

Removes the definition of "major medical equipment" from Title 16 § 9302, which previously covered diagnostic or treatment equipment exceeding the capital threshold or representing new technology in Delaware

Makes technical corrections to conform with Delaware Legislative Drafting Manual standards, including restoring a missing word ("which") to § 9304(a)(2)
