Expands licensing options for microbrewery owners to choose between two business configurations: either 1 microbrewery plus 2 brewery-pubs, or 2 microbreweries plus 1 brewery-pub under common ownership

Maintains the existing cap of 3 total licenses that a single business owner can hold across microbreweries and brewery-pubs

Amends Section 512C of Title 4 of the Delaware Code governing microbrewery licensing and off-premises sales

Allows microbreweries to sell their manufactured products for off-premises consumption at any of the commonly-owned licensed locations under the new configuration options
