Establishes the "Elizabeth Barnes Act" creating a Suicide Assistance Fund to provide financial support to spouses, children, parents, siblings, and legal dependents of individuals who died by suicide in Delaware

Imposes a $0.12 monthly surcharge on residential, business, and wireless telephone subscribers, plus $0.12 per prepaid wireless retail transaction, to fund the program (exempting Lifeline subscribers and state government)

Eligible family members may receive assistance for funeral expenses (up to $5,000), burial costs (up to $2,500), temporary housing (up to $1,500), moving expenses (up to $1,000), scene cleanup (up to $1,000), loss of support (up to $3,000), mental health counseling, and other services

Fund operates as a payer of last resort, disbursing assistance only after life insurance, health insurance, homeowner's insurance, and other victim compensation sources are exhausted

Requires the Victims' Compensation Assistance Program to administer the fund and submit annual reports to the Governor, General Assembly, and other officials detailing expenditures and families assisted
