Requires agricultural equipment manufacturers to provide owners and independent repair providers access to the same documentation, parts, and tools used for diagnosis, maintenance, and repair on fair and reasonable terms

Prohibits manufacturers from using "parts pairing" or other mechanisms to prevent installation of functional replacement parts, reduce device functionality after independent repairs, create misleading alerts about parts, or limit who can perform repairs

Mandates that manufacturers provide documentation at no charge (except for printing costs) and tools at no charge (except for physical preparation/shipping costs), without requiring authorization, internet access, or restrictive contracts

Allows the Attorney General to enforce violations as unfair or deceptive trade practices under existing consumer protection law

Applies only to agricultural equipment manufactured and sold after the effective date, which is 6 months after enactment; excludes motor vehicles, industrial equipment, and construction/mining equipment from the definition of agricultural equipment
